The National Environmental Policy Act (NEPA requires federal agencies to assess the environmental effects of their proposed actions prior to making decisions. The NEPA process requires NASA decision-makers to make informed decisions about the environmental consequence of proposed actions at SSFL, including the cleanup of groundwater, soil, and demolition.

When an action is expected to have a significant impact on the quality of the environment, NASA is required by NEPA to conduct an Environmental Impact Statement (EIS), which describes the proposed action, any alternative actions that were identified, and the environmental impacts association with the alternative actions. The decision on which action to implement is documented by a Record of Decision (ROD).
