National Historic Preservation Act of 1966 (NHPA) Section 106

Introduction

NASA’s Santa Susana Field Laboratory (SSFL) Environmental Impact Statement (EIS) project proposes the following actions: (1) demolition of buildings/structures and (2) cleanup of soil and groundwater. These proposed actions could result in adverse effects to Cultural Resources at SSFL.

Section 106 of the National Historic Preservation Act of 1966 (NHPA) requires Federal agencies to consider the potential effects of their proposed actions on historic properties. (Section 106 refers to such actions as "undertakings".) The Section 106 process seeks to incorporate historic values into project planning through consultation among the Federal and state agencies, and other parties with an interest in the effects of an undertaking on historic properties.

NASA is preparing for the NHPA Section 106 consultation process and is seeking interested community groups and members of the public to become consulting parties. Individuals or organizations with a demonstrated interest in the effects of the undertaking on historic properties may request to become consulting parties. The various consulting parties will work together to discuss options, provide multiple viewpoints, and strive to seek common agreement on the incorporation of historic preservation values into the project.

With the California State Historic Preservation Office (SHPO), the Advisory Council on Historic Preservation (ACHP) and interested Native American Tribes, NASA will determine and make contact with all those who request to become Section 106 consulting parties.

Keeping interested parties and community members fully informed and involved is one of NASA’s goals as we evaluate the environmental impacts of the proposed undertakings. Under both the National Environmental Protection Act (NEPA) and the NHPA Section 106 process, comments or questions concerning Cultural Resources will be addressed by NASA during the development of the EIS.
