National Aeronautics and Space Administration Headquarters Washington, DC 20546-0001 July 10, 2012 Reply to Attn of: Mission Support Directorate Department of Toxic Substances Control Attn: Deborah O. Raphael, Director 1001 I Street P.O. Box 806 Sacramento, CA 95812-0806 Dear Ms. Raphael: This letter is in response to your May 22, 2012, letter to NASA Administrator Bolden. Let me begin by stating as I have before - NASA is committed to the continued cleanup of NASA's portion of the Santa Susana Field Laboratory (SSFL), the proposed cleanup to background detailed in the Administrative Order on Consent (AOCe), and continued cooperation between our agencies as exemplified by our agencies' successful site work to date. Since our joint meeting with Senator Boxer, NASA received a copy of the Council on Environmental Quality's (CEQ's) June 19, 2012, letter to Senator Boxer outlining CEQ's position on this important matter. NASA reviewed the letter and intends to incorporate CEQ's analysis regarding alternatives into NASA's ongoing National Environmental Policy Act (NEPA) process. NASA believes this can be appropriately and transparently incorporated into NASA's NEPA process through discussion and determinations at the Draft Environmental Impact Statement stage. NASA is proceeding accordingly, and of course, will share these documents with DTSC pursuant to our existing agreement for review under the AOC. Additionally, and as discussed in your letter, NASA remains open and interested in continuing to share any and all information that will benefit our respective processes. I look forward to working directly with you over the next few weeks as we continue to implement this commitment. Sincerely, James W. Wright Deputy Associate Administrator
